On February 11, 2025, the Fremont City Council approved a new ordinance prohibiting camping on public property and limiting camping on private property not designated for such use. The ordinance also includes a clause making it a misdemeanor to "aid or abet" the establishment of encampments, with potential penalties of up to $1,000 in fines and six months in jail.
This measure has sparked significant debate within the community. Supporters argue it addresses health and safety concerns associated with encampments, while critics contend it effectively criminalizes homelessness and could deter outreach efforts by nonprofits. Despite these concerns, the ordinance passed with a 6-1 vote and is set to take effect in 30 days.
